Firts of all, measuring the difference proved to be too difficutl according to the maker of atomic clocks himself ,Louis Essen. Secondly, if there was a difference, it could be explained by other things, like radiation, fields and what have you.
(Think of what would your clock do if you put it in fire, it probably will stop! Does that means time stops? of course not! The whole idea is ridiculous)
Furhtermore there was tempering with the data. And before you start on it, there is proof that gps doesn't need any relativity corrections at all! It works just fine.

For an atomic bomb to work, you need a certain configuration with the earth and the sun at a certain time. They really don't learn you that at physics at university level.
