earth is divided into factions. It was a WB show. Senior screw gets killed during attack. rookies take control and resume mission. One of the crew somehow ends up needing to be executed by the rookie captain but ends up killing himself before he can do so. they use creative attacks like hiding behind an asteroid. I think they are racing to claim a planet rich in earth like resources.

Was it a TV series, a made-for-TV movie (WB had a television network in the '90s), or was it a theatrical movie?

It wasn't a series as far as I know it was a movie on WB over an hour long. It's possible it spawned a series but I think I would have kept up with it.
The only big Sci Fi venture on WB that i know of was Babylon 5--but that doesn't sound like what you are describing.

I looked up moon 44 and that wasn't it. They key parts of the movie was that the senior screw was killed and the cadets took over the mission. One small ship managed to take out the enemy ships before they laid claim to the earth like planet that both earth and a split off government from earth wanted to get to first.

I also like Star Command, good movie. I watched many times.
