@gollum,
they used to report EPA ratings. In some reviews on certain cars, they provide their own actual mileage.
You can visit Consumer Reports website without a membership and see for yourself.

If I follow your point, you mean CR publishes the figures than VW reports to the U.S. Government.
I means does CR (and/or other independent organizations) test the mileage of VW cars?
