A question for native English speakers: Is this paragraph needlessly wordy and sloppy?

The collapse of the Soviet Union gave birth to a unipolar world under the hegemonic influence of the United States. This radical change had many implications. For one, the economically crippling arms race and the resulting security dilemma between the two competing powers ceased.

Maybe s/b "had ceased," "finally ceased,"or something like that. Help all you language experts
