Good Grief!!! is that what it is?
I thought it was the number of sheep exported annually divided by the number of bills in circulation.

No, that just affects New Zealand. However, the 'value added tax' or VAT is the price of the sheep that one buys, with the price of the sheep Howard has for his own business paid for by everyone else.
