I see the debt as paid when the felon has regained all the rights and priviledges of society that every non-felon has. (I'm not advocating that this SHOULD be the view. It's how I see we collectively reflect that view through the laws we have created.)
If we, as a society, are still restricting their rights/freedoms it seems illogical to say that we consider the debt to have been paid.
Then in some of the states listed above, there is a term to this "repayment." My personal feeling is that this is justified.
