What is the only day of the year people will not celebrate their birthday?
February 30 . . . which only rolls around once in two hundred years . . .
Edit: i checked this to make sure--the rule actually is a year divisible by 100 is only a leap year if it is also divisible by 400. Therefore 1600 and 2000 were leap years, but 1700, 1800 and 1900 were not, and 2100 will not be. The additional "leap day," February 30, can only occur eight times in 2500 years for the calendar to be correct, and i don't believe that anyone has decided when the next "leap century" will occur. Therefore, i don't have an answer for your question.
Will not celebrate their birthday
How about if they die on their birthday? If they do die, then they can't celebrate their birhday!

No - I meant the day they are actually born. I've never heard of any one celebrating their own birth at age one hour in hospital.

I have never heard of anyone celebrating their birthday at the moment of birth either. But wether it be celebrated the moment of birth or at 1 year aren't the days still the same?
It all depends. Does the question want a day and a month, or a day and a month and a year?
