Check out www.freeworlddialup.com. I have it on my computer and I have used it to make a few calls around the US. The voice quality is not great and there is often a delay but, hey, it is REALLY FREE!

Cool, I want an international one if anyone knows of it.

My US calls are already free on my cell, but calling overseas for free would be cool.
