Why are so many asylum seekers coming to Europe from Africa and the U.S. from Cuba now? Why wasn't it equally a problems over the prior decades and beyond?

Because laws take long to catch up with updates. Congress might start to disregard the Cuba's asylum policy perhaps 20 years from now.
