layman (fruitless I might add) that his DCFS is part of the Department of Health in some states.

State have over the years wasted a lot of money on investigating false reports originating out of the emotional war between parents who are splitting, they are now making some efforts to discourage the practice. Like CPS not accepting a charge as valid if it comes from one of the warring parties. Ad punishing those who waste the taxpayers money.

Not as much as I would like though.
