What can Congress do to end gang wars?

During the Thirties. Congress provided jobs for unemployed, TVA, CCC , and road repair. And after WWII, a bill of rights for veterans, Today. all congress does is sit on their butts and play dirty politics.

Are you suggesting a Bill of Rights for gang members? Maybe specific jobs programs for gang members?

Back in the thirties, states had the Civilian Conservation Camps ( CCC) . sixteen year old kids earned 25 dollars a month and room and board for digging fire breaks , and other conservation works. but they had to send $20 back home. Thanks to their efforts all fires were contained before they spread. More than that they learned how to work together, how to make friends, and how to take orders.
