Windows XP should have no problem creating boot disks. It won't however, create Windows 95 boot disks. No other version of Windows except Windows 95 will create Windows 95 boot disks either. When you create a boot disk from WinXP it's a WinXP boot disk - not Win95.
If you really have to have disks with Win95's version of the DOS kernel on them the easiest way would be to create a boot disk from a Windows 95 machine and then copy the "Format.com" file from Windows 95 onto the disk. Then you could boot any PC from that disk and create all the system disks you could want from the one disk you have.
If you are trying to solve some other problem perhaps you could list what the desired end result is and someone can tell you how to get there directly from WinXP.
