Explain the criteria you would use to establish the attainment of equilibrium for any given rock.
an assignment and I'm unable to find resources to do it. please help me out. please

I'm a genuinely stupid guy, having been born in New Jersey.
But, isn't any rock not in motion at equilibrium?
Relative to its surroundings, that is.
