I'm thinking of putting together a show, (to air either online or local TV) similar to The Soup, but more focused on Movies. If my approach, like The Soup, is to poke fun and satirize the material, can I just have at it, or do I still need to get permission to show excerpts from various movies or TV shows?

yes. See Broadcast Copyright laws in USA. Perhaps you can use Google?

you could have slipped the copyright laws by posing as a journalism series but, now since you've told us that youre planning this as satire, you have blown that chance. Sorry dude.
