Hair Dye

So I ombred my hair about 6 months ago, but now I am really starting to dislike it. I want something that compliments my pale skin so I was thinking a pearl blonde, however I'm worried that my current hair colour will mess that up. It's a quite natural brown on the top and a golden blonde from about halfway. It reaches about the centre of my chest. I am also worried about the condition of it; no matter how many hair masks and treatments I try it stays permanently very dry. So, first of all will dying my ombred hair be a real issue? Second, what colour would probably go best with pale skin, blue eyes and freckles? And lastly, any flawless treatments for dry hair?
