Which policy is better for Spain in crisis 2008-2014 fiscal or monetary?

Hello, I am writting an essay on Intermidiate Macroeconomics and I need to design macroeconomic policy fo Spain that would help bring about the recovery.
Which policy is better for spain(in crisis 2008-2014) fiscal(еxpansionary/cоntractionary) or monetary(еxpansionary/cоntractionary). Why so? and what the consequences?

I would think the expansionary policy is necessary to update and maintain their infrastructure that will create jobs, and allow their economy the necessary foundation for any economy to grow.
I was in Spain last month, and was pleasantly surprised by their investments in the areas of economic strengths including tourism, their agricultural exports and their production of olive oil. They just completed a new cruise terminal in Malaga.
