Why wasn't FDR's four freedoms enacted?

On this day, Jan 6th, 1941, FDR made his famous four freedom speech

Freedom of speech
Freedom of worship
Freedom from want
Freedom from fear

The first two were already in the constitution and Congress ignored the last two.
