IE Pop-Ups

I am having trouble with IE, I have these pop-ups that constantly appear, I know it is something installed in my system.

The script in the source says that it comes from

http://127.0.0.1:1026/js.cgi?caw&r=2634

for some reason I cannot get here.

Any ideas on how to remove this stuff from my computer?

and run then get rid so some of the crap and can stop popups if you can download the beta version of microsoft service pack 2 i have got it its real good havent had a pop up since i installed it but i dont know the site.
