Name of SciFi distopia movie where androids are persecuted. Not Blade Runner.

What is the name of the science fiction movie (Not Blade Runner) in which androids or robots looked just like people and were persecuted. Movie was filmed from the point of view of the android. It had a nighttime scene in which several androids were locked in a big cage and the people almost remind me of a KKK meeting. Film is probably at least 7-10 years old. I don't think it had any real famous actors in it, but I could be wrong.
