Doggy profiling: is it fair?

First i would suggest that statistics for dog inflicted harm be accounted in a per capita style; that is, number of a species per total number of that species causing injury/death.

Because for each vicious animal, there is an equally vicious, irresponsible trainer/owner (people only 'think' they 'own' their pets!) responsible.

And secondly i would suggest that there be similar penalties provided in the criminal code for the acts of 'domestic' animals, to be applied to their legal owners upon conviction!
