I see a valid answer for 38 involving anagrams, I think.

There is a valid answer not involving vowels or anagrams! {No 38}. Yes, no. 19 needs reviewing.

Anyone got anything at all on 40?

41, hint 'parliament'? Googling/anagramming senseless. Any more hints would be appreciated. Can trade for 14 if still needed?

19. Is that not same answer as 18 then?
40. Not a clue.

I don't doubt it, Ramires7, that's the problem with 'odd one out' questions (and the A+B+C type, too); there will often be other acceptable possibilities. OK provided that the setter has a strategy to deal with them.
