It's unlikely that the short was made before 1928, for the simple reason that the OP doesn't mention that the short was silent. If the chicken played a pivotal role (as the OP suggests), my guess is that it was a Hal Roach film. Roach used animals in a large percentage of his comedy shorts. Some, like Petey the dog in the
Our Gang comedies, were characters in their own right, but mostly the animals were just used for gags.
