I fully deleted my account without saving anything and have now opened a new one. When I have checked on my old friends' friend lists my old account is still on there so I can't ask them to friend me again. Why is my old account not removed from friends' lists.

You can always ask people to friend you again.
As for why the account isn't removed, that might be a setting on your end, or even a persistent cookie.
