I had a lot of clothing at a consignment shop. The owner sold the shop and I was not notified. The new owner will not pay out the money due me for sold clothing. Is this legal

Threaten to sue her, she'll back down.
She doesn't want the hassle of spending a day in court. I'm assuming the amount is low enough to be in small claims court.
If she doesn't back down, and it's worth your time off of work, take her to small claims court.
Go to small claims court.
