Anyone know what are some appropriate first Communion gifts? And how much should you spend on a niece for such a gift?
You might look at the site for James Avery Craftsman. They have a lovely selection of quality religious jewelry, and the pieces in sterling are very reasonable. I have given their ribbon bookmarkers as gifts before for such occasions.
A book, perhaps.
Actually, at least here in Europe, there aren't "appropriate" first communion gifts anymore - even at my time, 47 years ago, I just got one prayerbook  (but dozens of books, a gobe and a purse "with content" [the best gift in my eyes then]).
For all the sacrements I recieved paintings. Some were religious in nature but not all. I still have them, the are now on my childrens walls. I cherish the memories and the thoughts behind the gifts.
To make a long story short, perhaps a framed picture would be nice.
<remembering that I got nothing but two hours off school for my confirmation - nowadays that's kind of minor First Communion here>
I gave a friend's daughter a dozen white baby roses tied with a white ribbon. She carried them all day.

Nice!
A leather-bound white Bible is always appropriate, but the parents are probably getting her that.
A liturgical calendar?
One of those little printed card with the child's saint is good to tuck in:
