I have been told that electromagnetism, and permanent magnetism (of equal
force), are basically incompatible during repulsion ---------------------- Is this
correct?

Perhaps youre referring to Lenz's Law?

Lenz’s Law explains thqt an induced electromotive force
genertes a current that induces a magnetic field that is counter to themagnetic field that is generating
the current.
