If someone is in default on their student loan and having their tax refund garnished by the government, will they also take their health insurance subsidy?

Yes, if a refundable ACA credit is included in a tax refund subject to garnishment, up to 100% of the refund can likely be garnished. However, it is possible to avoid this by having the subsidy paid in advance directly to the insurer. You should contact the IRS or a tax accountant to get a definitive answer.
