If the offense has the ball on their own 16 INCH line (the forward nose of the ball being only 16 inches out of their own endzone), given that the ball is about 11 inches long, if the offense gets called for a penalty, which would move the nose of the ball back half the distance to the goal, or 8 INCHES, leaving the trailing end of the ball in their own endzone, does that constitute a safety? Please include a full explanation.

It depends whether the opposing side is wearing a predominantly red strip.
Is this the case?
If so, then yes.

"The line of scrimmage moves half the distance to the goal."
This can go on infinitely. The only penalty that can result in a safety, is offensive holding within the end-zone.
BTW - The line of scrimmage is indicated by the tip of the ball pointing in the direction the offence is headed.

...also 'intentional grounding' from within the end zone is also a safety by penalty.
