Who Rates These Threads?

Anybody can tag a topic, this includes you. If you at least put up 4 or 5 tags at the start, perhaps at least 1 will stick.
As to ratings, that's an individual thing, person goes over and clicks the thumb thing in either an up or a down and your thread can be zapped to a 0 or ride high into double (possibly triple) digits. For individual posts, same applies, except a single post can be voted down repeatedly well past the 0. Once it reaches 5 (if I recall correctly) the post itself will collapse from view and will only be seen if an individual clicks on it directly.

Can anyone install "lying liberal garbage" or "Feeding the Sheep" over some of the threads that need it so badly?

Yes. In fact, if a group of people decide to do this, they can effectively nullify whatever tags you (or another) may have put up.

Personally, I'd prefer if at least 3 of the thread starters tags (if they made any) would remain no matter what. However, the board operates as it does and we have to accept it while here. Try ignoring the tags, they aren't worth the energy expended to cogitate upon them.

Just looking for parody. I will ignore them now.

It's downright silly. Once a topic of mine (few as they are) was tagged "Republican Idiot" by some poor soul who doesn't even know me. Possibly because of certain religious views of mine. I spewed some Diet Coke on the computer screen when I read it. (I'm a disillusioned independent, by the way.)
