Can anyone plz tell how to start with Quebec immigration for permanent residency?

Why are you asking us rather than the Canadian Dept of Immigration (or the Canadian embassy where you are) ?
Dear All,
I had my permanent resident card in august 2012 and it is valid until august 2017. but at that time i did not requested the NAS (Numero 'assurance social) because i left . next month i will come back to Quebec definitely. Can I request the NAS again? is it easy? or I can not apply for NAS!!!!please your help
