fsa for mil 2 mil

I'm in the navy and my wife and I are both active duty stationed apart. We have been trying to get fsa but they won't let me. We lived together then I went to c school then my new command. At C school I got it WhY can't I know?or should I be eligible?

For some reason now you don't meet the eligibility requirements. It's up to you to figure it out.
