If I somehow came across a blank check could I write it out to myself, put an amount of money, forge the persons signature, and then take it to a bank and cash it? Or would the bank put my name in the computer to keep records that the check was cashed to me? Or once the person who the check belongs to notices the money is gone could they somehow track down the bank i cashed it at and see me on the cameras?? Just fictional, just curious.

This seems like a rather simple question (or am I missing something).
I don't even need to come across a blank check. If you write a check to me (or to anyone else who gives me the routing and account numbers) I could just have copies printed.
Of course, banks don't just give you money without knowing who you are. And stealing money is a felony. You would go to jail after you were caught.

Of course banks keep records. They photograph checks and return them to the account holder.
Notice that max didn't say "
if you were caught" nor "
might go to jail"

Sure you can do what you listed. Forgery is a crime in the United States and like others told you, yes the bank keeps records and smile because you are being recorded.
