How many millions of people will not get health care isurance after Obama Care is fully implemented?

Supposedly, before Obama Care there were about 30 million people without health insurance. Now, when Obama Care will be fully implemented, will there still be 30 million people without health insurance?

There will still be people who should be in Medicaid but their state chose not to expand the program to cover them who will not have health insurance. These people will be exempt from paying the healthcare tax, but will still sadly be uninsured.
