I am trying to do best individual health insurance for myself. So I want to advice about individual health insurance plans. The company should be in PA, United States.

An insurance company does not need to be in a particular state. Pennsylvania is also rather large. Are you saying that you would travel to Pittsburgh from Philadelphia? I highly doubt that - it's over 300 miles between those two cities.
What you are actually asking about is for a company with an office in a particular state, and/or the ability to do business in that state. All of the major players are able to do so, so that does not cut things down at all.
