No, but I'll tell you how to do it.
Open up MSPAINT, and under the image menu, there is a tool called 'Stretch/skew'. Click that, and select the size you wish to reduce it too. I generally start with 25% myself, but I tried it and it did make the pic a bit small. Try 50%. When you save it, make sure you save it as the same file name extention. You can either rename it to something like "My picture2.jpg" or whatever.
JPG's really lend themselves to this, better than others I think. I have my camera set at a 1280x1024 setting for archiving, then I shrink it for emailing/posting.
