Do you have any good instructions on building a streamlined rocket that could deploy a parachute?

Our son's 5th or 6th grade class made these many years ago.

They took 2 liter soft drink bottles and filled them half with water. A wood stand was constructed that held the bottle in place vertically by means of a notch. There was a horizontal slide piece that you removed when you were ready to launch. Finally, you connected a foot-pump (like for your bicycle tyre) to pressurize the bottle. I seem to remember they went up to about 40 psig.

Sorry - I don't remember the exact mechanics of how they got the parachute to work.
