I'm not sure I'm looking at this the right way, but I have seen provisions stating that all work or construction be "performed in a workman like manner." This is a very vague standard, but possibly it's what you are looking for.

I'm not sure if this is about what you're asking, but there are standards called ISO 9001: Try googling ISO 9001 certification standards. There are definitions of accounting standards, standards of engineering/workmanship and the quality of materials stated as part of certification.
