Can or could there ever be discussions, debates, or exchanges of ideas in politics, religion, or other volatile topics where inflammatory interactions do not occur?

Absolutely not. It started with the republicans when the likes of Rush limbaugh infiltrated the thought process of the average conservative and now it's starting to worm it's way into the minds of the liberals.

for the most part i think that a2k has healthy passionate debates. but to answer your post, i think inflammatory interactions will always occur.
I had a pretty good debate with Scrat a couple days ago over patriotism, which I started with a very inflammatory comment, but it ended up being one of the coolest and respectful debates I've had. It's pretty cool when it happens.
The key is to target a statement or point of view rather than overtly or by implication attacking the person expressing it. I can be mad as hell when I start formulating a reasoned argument countering something I object to or when defending a mischaracterization of me or something I said. But the anger is quickly resolved once I start writing a reasoned rebuttal. If I focus on the other person, however, the anger only escalates.
(Okay, every once in awhile the situation is so absurd that you just have to take a shot at somebody, but I try to keep that to a minimum.)
As soon as people stop taking things personally, they begin to think about ideas.
