Judge Reopens DFCS/CPS case

Can a judge reopen a DFCS/CPS case without new allegations? And, what are the procedures that the investigator and CPS must follow once the case has been ordered to be reopened.

There has to be a reason for the case to be reopened. So WHAT happened for that to take place?

The judge looks at evidence. Evidence has to be collected and presented to the court. So WHO did that?

There was not a specific reason. I did not have an evidentiary hearing. I am currently appealing a dismissed disposition.
