sync safari files and settings between 2 windows PC'S

i have a new windows 8 (Dell) and an old windows 7 (toshiba) i was able to set up safari and sync all the settings and files before but, i "refreshed my new computer and started over (on accident) and now im trying to get everythinng back the way it was. i used "Windows Easy Transfer" (like before) but none of my programs transfered (they did last time) so, i re-downloaded safari but, cant figure out how to sync the files and settings (google chrome synced without issue) anybody know how to do this?
