For people who order online from the state of New York only, he needs to charge sales tax according to what country they (the customer) is ordering from/live in?
Can anyone shed any light here? Does NY have some special ecommerce tax rules that are different from the rest of the United States?

@briancourles,
I've no idea of New York law. Does the seller have a nexus in states other than New York. If so, the will collect tax from that state. You said "country". I'm fairly sure you meant to say "state".
