What is the best photo software for merging photos, is it photo shop?

Hello Members,

I want a software program where he can take two animal photos and merge them to get funny and strange animals. I have been looking and all these type of photos seem to have been done on photo shop, is this the only software out there or is there something else I can look into? Any help on this subject would be great.

Gimp is free (albeit not easy to learn).
