Can a person with a disability be covered immediately under a spouses group plan at work and whe does this law go into effect?

Covered dependents would be up to the plan; I would suggest asking a HR person at work or the insurance company directly. As of 01/01/14, you cannot be charged more for a pre-existing condition if that is the law you mean.
