Is it constitutional to cite a landlord on a daily basis and impose daily fines for having a tenant who is illegally operating a marijuana collective? The fines seem excessive, and the daily citations seem unfair, because for one the landlord can't evict the tenant immediately. Secondly, shouldn't it be the police departments job to shut down the business if its illegal? The burden imposed on the landlord seems unfair, and the daily fines seem harsh.
