Evolution is a bunch of bullshit. Other than that, bodies within our system other than our own planet HAVE been inhabited in past age, but not recently.
In a related note, no intelligent life has ever been on any of those planets.
Nor on this one, come to that.

The OP should be why is there no LIFE on other planets? Because if there is life, any form of life, it is an evolved life.

It's not that life has not emerged from other planets. It's that we haven't discovered them yet.

We don't know how many non-Earth-like environments life "should" have evolved in. We only know one environment that has spawned life so far, and that is Earth. We have no information from which to speculate on your question.
Exactly. We do not have the technology to explore other regions of the universe yet. If we did, the answer to this question would become a bit more simpler.
