You keep asking and asking about the scroll bar in the Reply/Edit box, and she keeps answering. The scroll doesn't start until you have typed a while - as obviously the reply space has room for several lines before you need to scroll.
If you need to go back to a line you typed before the scroll bar appears in the reply box, then use the methods others have mentioned - click on the up or down arrow on your keyboard. Or simpl use the cursor with your mouse.
Well anyway, nothing you can do about it since your constant complaining has had no effect so drop it and get another topic. It's really easy to get a reputation as a whiner on here and you're coming close to the line.
Is that the best that you can do - why not? Why would you need to scroll through your own post? Use the arrow keys, keep it simple.
And I actually have you on ignore because I find you extremely annoying; I just wondered what 'instant scrolling' was so I came in here to find out. And voila, what I found was that you're just as annoying as ever.

I have encountered scores if not hundreds of such instances since I started with a2k. However I readily concede that my editing habits may be slightly different from others' and so I apologize for any inconvenience I might have engendered
