Nope, mainly just Apache's mod_rewrite and somereplace php code.
The PHP code replaces certain urls's with the static ones. It's really making urls to files that don't exist.
Then the mod-rewrite rules take variables from the static urls and pass them to the real dynamic urls.
LinksSQL actually generates the static pages, this is just mod_rewrite (which is, IMO, the most useful thing thing I know in web development).
