Does Google offer some type of service or website where one can learn about consumer satisfaction with individual local businesses?

Try YELP (yahoo help) covers many popular US cities.

Google had bought Zagats guide and (if not already rolled out now) will pull the once behind a paywall website to fully open and public accessible website.

Keep in mind that Zagats and their famous guides gather and aggregates thousands of reviews on stores and restaurants in dozens of cities around the world.

If reviews are not what you mean by consumer satisfaction then you can always try BBB.org, the official Better Business Bureau webpage for the US and I believe Canada.
