I would like to know how to make one cell the main point to a new sheet. For instance to make that cell the title and make the information the one that follows

If I'm understanding the situation, I would highlight that cell, cut from present location, and paste at the top of the spread sheet. For cosmetic purposes, I might highlight everything in the new row, merge the cells, and set the alignment to 'center'. I would probably set it in boldface.

If I misunderstood the problem, I expect someone else to drop in.

I need you to clarify your question with more detail.

Are you saying that you want the title page to be on one sheet and the information to be on a second sheet that follows the title page?

And are you wanting some kind of a "click here" link on the title page that takes the viewer to the sheet with all the data on it?

If you're wanting something entirely different, please give more detail, perhaps a link to an example.
