Russell's critique of Berkeley question

The question asked of me is thus: "One of Russell's critiques of Idealists like Berkeley is that they focus almost totally on universals as qualities, instead of universals like _____________. He thinks that this is why they get stuck in Idealism."

Is the answer relations? Such as "On top of" or "To the left of"?
